So Fjord came up with that whole scheme to have Caleb and Beau be pretend slaves. Problem is: they didn't bother to check if slavery was even legal in Xhorhas.
What does this mean? It means that before they can even get to the Bright Queen, they are stopped, questioned, and then everyone besides Beau and Caleb is thrown in jail. Because it turns out human trafficking is a crime here, whoops!
Beau and Caleb get rushed off to a shelter for victims. They try to explain(or rather, come up with more lies to get their friends off the hook without revealing what they are actually doing), but for some reason "actually it was totally consensual! We want to be slaves!" doesn't go over well as an excuse (rolled a 1 on that one, Caleb). They are treated as poor brainwashed slaves who have been conditioned to never speak about their abuse.
So Beau and Caleb have to find a way to bust their friends out before potential execution! Who knows what trials they will have to overcome? Dunamantic prisons? Hulking orc guards? Concerned caseworkers? Everything about Beau and group therapy? Whatever the challenge, the Empire Kids will surmount it to go rescue their fellow assholes!

++I'm not sure to what extent slavery is allowed in Xhorhas in canon, but here I'd like it if it turned out the Bright Queen has cracked down hard on it because she wants to rid Xhorhas of backwards Lolthian customs.
